Ministers must rethink how they approach the Budget following a wave of damaging leaks and rumours in the months ahead of the latest fiscal event.
Few surprises came on Wednesday. Perhaps the biggest headlines for financial advisers, cuts to salary sacrifice and a cash ISA limit cut to £12,000, had already been trailed. Likewise, the council tax surcharge on £2m+ properties – dubbed a "mansion tax" – had also been widely reported on, coming as no shock. If only tax-free cash limit cut rumours, which appeared to be put to bed in the days before the budget, had been put paid to sooner. Same for the exit tax.
