LibDems 'pre-manifesto' to scrap CTF and offer free LTC thru 50p higher rate tax

The Liberal Democrats have unveiled a ‘pre-manifesto' to the next general election which proposes to fund free "personal care" and abolish university tuition fees through the introduction of a "very high" tax rate.

Unveiled this morning by party leader Charles Kennedy outside party headquarters in London, the Liberal Democrats Freedom, fairness and trust manifesto pledged ten key changes to the government regime if elected into government including free long-term care, removal of all university tuition and top-up fees, scrapping of the CTF so the money can be used in the early years of a child’s life, all of which will be funded through the introduction of a "very high" individual tax rate for anyone earning over £100,000.
