For a politician announcing the introduction of much greater freedom at retirement without providing pension holders the appropriate level of assistance would not be very clever, and one thing George Osborne cannot be accused of is not being (politically) clever! In an age where most Budget statements are usually just a confirmation of all the rumours that have been circulating in the days and weeks before - usually leaked deliberately - Mr Osborne succeeded in pulling a rabbit from the hat and surprising us all.
