So is this the day that Young George Osborne came of age? It could well be.

Having almost disappeared from the campaign trail in the last weeks of the General Election, he has kept his head down since the coalition came to office and clearly he has been pouring over his books - or more accurately the nation's books. He's come up with an intelligent budget - and it's been a long time since we had one of those and there must surely been a huge sigh of relief on his CGT measures. Yes raising the rate from 18 to 28% is hardly a reason to rejoice but much of the effect of this increase is offset by an increase in the threshold from £2m to £5m. The old threshold...
