As the Chancellor's first autumn Budget approaches the usual flurry of predictions and rumours have been circulating through the industry. It has been suggested big issues such as intergenerational fairness will feature in the speech. Hammond could, it has been suggested, cut tax relief for older people to boost tax cuts for the young.
