FOS complaints at lowest level in two years

‘The data points to a system in transition rather than recovery’

Complaints to the Financial Ombudsman Service (FOS) were down to their lowest level in two years, with 47,300 gripes recorded between October and December 2025.

This was down compared to the same quarter last year, when it received 68,400 cases. The independent dispute resolution service said case levels were on a par with 2023/24. It also highlighted that more people used its services directly without personal representatives. Latest figures showed that new cases coming to the service have remained at a "steady state for the past six months" - in the second quarter of 2025/26 the FOS received 46,300 new complaints.
