John Hutton, secretary of state for work and pensions, said there will be no relaxation of fiscal discipline and the publication of the Turner report will be the beginning of the debate on pensions, not the end.
Giving his first major speech at the Institute for Public Policy Research since taking over the role of Secretary of State, Hutton set out five key tests including affordability, against which all suggested measures, both from the Turner report and elsewhere, will be compared. Of these the first test, whether the system promotes personal responsibility, was given most emphasis by Hutton.
