THE CONSERVATIVE Party is said to be looking at the prospect of a "flat tax" as part of a review of the tax system, according to the Times .

Shadow chancellor George Osborne told the Times he is setting up a commission to investigate a much more straightforward set of tax levels, including a single rate like that currently seen in many other European countries, reporting back next year. At the same time, the Liberal Democrats are also said to be considering a radical new tax policy dubbed the “double decker” which is a hybrid of a flat tax designed to cut demands on the low-paid and middle-earners but progressively squeeze the better-off. HUNDREDS OF Scottish pensioners in residential homes are being asked to pay back years...
