HIP delay dubbed 'worst of all worlds'

A decision to delay the implementation of HIP legislation until August 1 has prompted a mixed reaction from the industry, although criticism of the Government is unanimous.

In a statement to the House of Commons yesterday afternoon, Secretary of State for Communities and Local Government Ruth Kelly also said initially the packs will be phased in starting with four-bedroom homes and larger houses. Then as the number of energy assessors grows, Kelly said more homes will be included in the schemes.
