The white paper is a step in the right direction.
The headline-grabbing reforms to the retirement age, the indexation of the basic state pension (BSP), and the accrual rate for the BSP are all demonstrably a good thing. The government has been able to sell these ideas without too much difficulty, but it will get progressively harder for them from here on in. The S2P reforms involve taking the same amount of money off taxpayers, and then giving them less S2P for their money; this is not going to be such an easy sell, particularly for mid to high earners.
