Ahead of the publication of the white paper on pensions reform, Scottish Widows has stated the state pension system has to be reformed before a National Pension Savings Scheme (Npss) can be introduced.
It says state reforms will also have to answer two key questions, namely will they create a platform on which a Npss can operate successfully, while removing disincentives to save, and do they deal effectively with women and carers. Scottish Widows adds all proposals for state reform and models for a Npss need to improve both access to pension saving and the adequacy of savings to ensure it will meet future retirement needs.
