HMRC Residence & Domicile Stakeholder Group's intentions criticised

Parliament has set up a group to discuss and review residence and domicile legislation, yet its intention is unclear, according to Baker Tilly.

The HMRC Residence & Domicile Stakeholder Group includes HM Revenue & Customs, the Treasury, plus representatives of tax advisers, the accountancy profession and law societies. According to HMRC, the group is designed to “discuss and review the operation of the new FA 2008 residence and domicile legislation to ensure it is working as intended by Parliament.” However, accountancy firm Baker Tilly said the statement is disingenuous for two reasons. “First, in view of the process by which Finance Act 2008 was enacted, it could be argued that Parliament never had the chance to form a clear i...
