I do not think anyone would or should contest that the winners from the 2024 UK Budget were non-UK residents. Conversely, the 2025 Budget, while not undoing this position, didn't contain much of any real significance for non-residents. Yes, there was the abolition of the ability for non-UK residents to top up gaps in their National Insurance record via Class 2 voluntary contributions, but apart from that and a couple of minor new anti-avoidance rules which will impact very few people, that was it.
