Gordon Brown has just delivered his 11th and almost certainly his last Budget if he is to take over the reins of Prime Minister from Tony Blair this autumn. A few pennies off one tax and a few on another has left most of us wondering who is better off and who is not.

One of the government’s stated long-term objectives is ‘to provide employment opportunity for all, by promoting a flexible labour market which sustains a higher proportion of people in employment than ever before’. I heard Anne McGuire, Minister for Disabled People, echo this at a recent event. She discussed the work that the Department of Work and Pensions has been doing with the private and voluntary sectors to ensure employers and employees get the support and incentives they need to get employees back to work as soon as possible after a period of absence due to ill health.
