Force Majeure is a phrase likely to be well-worn in future as the government seeks new excuses to cover up its failures to meet IT goals, including the area of pensions.

Departments universally seem to like the idea of shifting blame for IT fiascos to whichever contractors hold particular deals, offloading them only to employ a competitor at twice the price in order to ensure project deadlines are met. Fudging the deadlines is another option, but this rarely seems to save money in any case as false economies add up. In the case of DWP, one could argue there is a major unmoveable deadline now set by the government of 2012 (Npss), but just how it will manage to meet this is part of an intense discussion, not least because of the history of DWP IT disaster...
