In September 1998 the Office of Fair Trading (OFT) September 30 deadline for a benchmarked industry code of practice for 'core term' products in PMI, CI and IP neared. Nick Kirwan, then at Scottish Mutual Pegasus said the industry was unsure what the OFT meant by 'benchmarked'. In the same month a Laing & Buisson report noted 1997 as the seventh consecutive year of poor PMI sales.
