Firms will have to pay to receive the monthly CD-ROM containing the Financial Services Authority's (FSA) Handbook if proposals to end its free distribution are implemented.
The CD-ROM is currently free to firms, although the FSA also provides a paid subscription service for others, and costs the FSA about £350,000 each year. The regulator has proposed ending the free distribution because it believes most firms now access the Handbook through its website, which it claims has recently seen considerable technical improvements. As a result, it is considering whether it is now cost-effective for the FSA to continue to provide a free service.
