Research commissioned by Intelligent Finance suggests up to 13 million people may take out an Isa this year.
About 2.6 million who did not take out an Isa in the first three quarter of the fiscal year are set to do so now before the 5 April deadline, the research further suggests.
The 13 million level would be well ahead the last record year of fiscal 2002-3, when some 12.5 million accounts were opened.
The last tax year saw some 12.2 million accounts taken out.
Mini cash Isas are a major factor, the research suggests, with some 80% of those taking out an Isa so far this fiscal year opting for this type of product.
Demographically, demand is seen as having a bar-bell shape, with high demand in both the 55-64 and 18-24 age groups.
Those most likely to have taken out an Isa this year are aged 65+ or 55-64.
Demand is also seen across income groups, IF adds, with about 21% of those in the lowest socio-economic group having already opened an Isa.
