The government has published its final proposals for public sector pension reform, but several unions have already deemed the offer unacceptable.
In February, members of Unite and the Public and Commercial Services (PCS) union voted to reject the government's proposal published in December.
A final set of proposals to reform the NHS Pension Scheme, the Principal Civil Service Pension Scheme and the Teachers' Pension Scheme has today been published.
The final proposals include an aim to link the normal retirement age of public sector workers to the state pension age, and to move schemes from final salary to career average structures.
The government said unions have agreed to take the proposed final agreements to their executives for approval. However, several are urging their members to reject the deal.
Unite's assistant general secretary, Gail Cartmail, said: "It is national disgrace and Unite will continue to campaign against this putrid agenda of unfairness."
PCS general secretary Mark Serwotka said: "Ministers have refused to budge from their entirely unnecessary and politically-motivated attempt to force public servants to pay more and work longer for a worse pension.
"We have this ludicrous charade of what is now our fourth 'final' offer. We will continue to talk to other unions about planning further widespread co-ordinated industrial action."
Christine Blower, general secretary of the National Union of Teachers (NUT), said: "It has been clear throughout a whole year of negotiations that the government has never wanted an agreement.
"The NUT has not signed up to these proposals and neither has the majority of the other teacher unions, representing the vast majority of teachers."
The government has made no extra money made available and the costs ceilings proposed in November last year have not been changed.
Workers who are fewer than 10 years from retirement as of April 2012 will be protected from the changes, the government promised.
Other details porposed include a process with trade unions for assessing the equalities impacts of the reforms; further clarifications on death in service benefits; and options for members to contribute more in order to top up their pension to retire early.
The government's proposals for reform of the Local Government Pension Scheme (LGPS) were accepted by unions in December and final reforms will be published in April 2012 for implementation in 2014, the government said.
