The Bank of England's monetary policy committee (MPC) voted unanimously to keep rates at 0.5% earlier this month.
The bank also agreed to maintain its quantitative easing scheme at the £175bn already reached.
Minutes for the October meeting, published by the Bank today, revealed it voted 9-0 on both policy issues.
