The government will ask the European Council tomorrow to adopt the same risk-based approach to regulation as is currently applied in the UK.
Gordon Brown announced in his last budget Britain would pioneer risk-based regulation, and the government has today published its new code based on a legal requirement for inspection only where there is no risk.
But, he adds that risk-based regulation will work best if it is applied not just in the UK but in the EU too.
The government will therefore ask the European Council tomorrow to adopt the same risk-based approach "in the interests of Europe's global competitiveness", states Brown.
