Former Social Security Minister Frank Field has called on the Government and the Conservative party not to make any further retrospective changes on pension funds. In a speech to the Chartered Insurance Institute last week he also said the planning of any future tax changes affecting pension funds should be excluded from the secrecy surrounding the Budget. He suggested all such plans should be published as green papers to encourage public debate and flush out unforeseen consequences, before giving legal effect to any such changes.
