Special regional committees to lead discussion will be set up according to documents set to be released by the Treasury by the autumn - including a draft of the referendum question to be put to the UK population once the five economic tests are met, chancellor Gordon Brown says.
The draft will preceed another report one year from now, in which the Treasury will again present its view to Parliament on whether the five economic tests have been met.
In the interim, the Labour government will pursue an agenda of further economic reforms, with the target of bringing about further convergence between the UK and eurozone economies, and to lay the groundwork for achieving the sustainable convergence necessary before any referendum can be put.
The reforms include setting out ways to implement reports on pay in different regions, and to guage how the regions would be affected by entry into the euro.
