Low interest rates, low unemployment and strong affordability contributed to UK house prices rising by 1.7% in February, according to data from Halifax. The Inland Revenue said the number of property transactions in England and Wales during January 2003 were 2% higher than the same month in 2002. Halifax said the market is moving in favour of the buyer in the south and the seller in the north.
