Otto Thoresen, director general of the ABI, says they can. He was speaking at a Treasury Committee evidence session on Tuesday morning (where he was scheduled to talk about the Budget but ended up talking a great deal about the impact of an FCA briefing to The Telegraph about its investigation into the treatment of customers in closed-book insurance contracts).
