I have always been of the view that you cannot regulate a piece of software, especially in an industry where the value chain has been fragmenting so rapidly. It was only last autumn at the excellent Platforum conference that Andrew Fisher caused amusement by suggesting that there would be only three global platform providers and they would charge only 10bps.
